The Royal Festival Hall is one of the UK’s most iconic cultural venues, welcoming thousands of visitors every week to London’s South Bank. As a Grade I listed building, it presents a unique challenge: every improvement must carefully balance modern performance with the preservation of historic character.

When the Southbank Centre set out to refurbish its ageing toilet facilities, they needed a partner capable of delivering a sensitive, large-scale upgrade within these constraints—without disrupting a live, high-traffic venue. All Aspex rose to that challenge.

The Challenge

The original brief focused on upgrading outdated facilities that no longer met modern expectations for accessibility, sustainability or visitor experience.

However, this was far from a typical refurbishment. The Royal Festival Hall’s Grade I listed status meant that original features had to be preserved wherever possible, with strict limitations on alterations. Even historic details in certain areas were required to remain untouched, demanding meticulous planning and close collaboration between all stakeholders.

At the same time, the venue remained fully operational—hosting concerts, festivals, and major events with up to 10,000 visitors per day. Every decision had to consider not just construction, but the experience of the public using the building in real time.

Expanding Scope, Increasing Complexity

What began as a modest refurbishment of five toilet blocks quickly evolved into a much larger programme. As confidence in the approach grew, the scope expanded to 32 blocks across the building.

Despite this significant increase in scale, All Aspex maintained control through a carefully phased delivery programme. Work was structured to ensure facilities remained available throughout, minimising disruption to visitors and operations.

Working Within a Living Heritage Environment

Delivering construction work inside a fully operational, listed building requires a different mindset.

At the same time, sustainability played a key role. The refurbishment prepared the venue for future greywater systems, helping to reduce water consumption and improve long-term efficiency.

Accessibility and inclusivity were also central to the design, supporting the venue’s Platinum Disability Accreditation and introducing gender-neutral facilities.
